Containment in Portugal: the latest rules in place
The government met on Saturday November 21 to define new pandemic control measures. Partial” containment in Portugal is being reinforced, with cities divided into 4 categories according to pandemic risk. The Prime Minister declared that the pace of growth had slowed, but that the results were insufficient.
Portugal’s new containment rules
As of November 24, cities are classified into 4 categories:
- Moderate risk – with fewer than 240 cases per 100,000 inhabitants (65 municipalities)
- High risk – with more than 240 and less than 480 cases per 100,000 inhabitants (86 municipalities)
- Very high risk – with more than 480 and less than 960 cases per 100,000 inhabitants (80 municipalities)
- Extremely high risk – with more than 960 cases per 100,000 inhabitants (47 municipalities)
For towns in moderate-risk and high-risk zones. The rules are as follows:

Civic duty to remain at home

Mandatory teleworking(unless teleworking is impossible),
For cities in very high-risk and extremely high-risk areas. The rules are as follows in addition to those above:
- Saturdays, Sundays and public holidays (December 1 and 8 ): No driving on public roads and stores closed between 1 p.m. and 5 a.m.
- Bankholiday eves (Nov. 30 and Dec. 7): Stores closed from 3 p.m
